Victorian Pen/Pencil plus Quill Cutter in Ivory

Here we have an unusual, I think, Victorian pen/pencil and quill cutter conbination in an ivory, I think, case; it was made around 1860, I feel. The pen and the pencil slide out and the blades lift; the item is in good condition apart from a small crack as shown in the last picture.
